Instructions
In a large mixing bowl, combine flour, powdered milk, sugar, quick-rise yeast, and salt. Gradually stir in warm water until a dough forms. Add vegetable oil and knead for about 5 minutes until smooth. Cover and let rest in a warm spot for 10–15 minutes.
In a skillet over medium heat, cook Italian sausage and ground chuck until browned, seasoning with salt and pepper. Drain excess fat and set aside.
In a saucepan, combine tomato paste, water, olive oil, garlic, salt, pepper, oregano, basil, and rosemary. Simmer for about 10 minutes, stirring occasionally, until fragrant and thickened.
Preheat oven to 450°F (232°C). Roll out the dough on a lightly floured surface to fit a pizza pan or baking sheet. Transfer and press evenly into the pan.
