Instructions
Prepare a sheet pan lined with wax paper or parchment paper so you can drop and set the cookies without sticking. Set aside.
In a medium saucepan over medium heat, combine the granulated sugar, unsalted butter, and milk.
Stir constantly with a heatproof spatula or wooden spoon until the butter melts and the sugar dissolves.
Bring the mixture to a gentle boil. Once boiling, continue to boil for 1 minute while stirring.
Remove the saucepan from the heat immediately after the minute is up.
Stir in the quick oats, salt, and lemon zest (if using). Mix until all oats are evenly coated.
Use a tablespoon or small cookie scoop to drop rounded spoonfuls of the mixture onto the prepared wax paper.
Let the cookies cool and set at room temperature for about 15–30 minutes until firm.
Once set, transfer cookies to a serving plate and enjoy your refreshing lemony no-bake cookies.
