Instructions
Preheat oven to 350°F (175°C). Grease and line two 9-inch round cake pans with parchment paper.
Sift together flour, cocoa powder, baking powder, baking soda, and salt.
In a large bowl, mix sugar, eggs, milk, oil, and vanilla extract until smooth. Stir in boiling water.
Divide batter evenly between pans and bake for 30–35 minutes. Let cool completely.
Line a 9-inch pan with plastic wrap. Spread softened chocolate ice cream evenly into the pan and freeze until solid (2–3 hours).
In a saucepan, heat heavy cream over medium heat until just simmering. Pour over chocolate chips, let sit for 2–3 minutes, then whisk until smooth.
Assemble the cake: Place one cake layer on a serving plate, spread a thin layer of ganache on top. Remove ice cream layer from its pan and place on top. Add second cake layer and pour remaining ganache over cake.
Sprinkle mini chocolate chips, crushed Oreos, and chopped candy bars over the top. Drizzle with chocolate sauce.
Freeze for at least 1 hour before serving. Slice and enjoy!
