Prepare a square baking dish (8×8-inch works well) by lining it with parchment paper, leaving some overhang for easy removal.
Spread the crushed crackers evenly in the bottom of the dish to form an even, compact layer.
In a medium saucepan over medium heat, melt the butter, brown sugar, and granulated sugar, stirring to combine until fully melted and smooth—about 2-3 minutes.
Add in the heavy cream and continue stirring. Allow the mixture to come to a gentle boil, then cook for 2 more minutes, stirring constantly until thickened.
Remove from heat and stir in the vanilla extract.
Pour the warm caramel mixture evenly over the cracker layer, using a spatula to smooth it into all the corners.
Immediately scatter the chocolate chips over the hot caramel. Let sit for a minute so the chocolate softens, then spread it evenly with a spatula for a smooth chocolate layer.
Sprinkle the toffee bits over the melted chocolate, followed by a light dusting of sea salt flakes for that classic sweet-and-salty contrast.
Place the pan in the refrigerator and chill for at least 2 hours, or until completely set.
