Instructions
Preheat oven to 375°F (190°C) and grease a 9x13-inch baking dish.
In a bowl, season ground beef with garlic powder, onion powder, salt, and pepper. Form into 6 patties.
Brown patties in a skillet over medium-high heat until both sides are seared. Set aside.
In the same skillet, whisk 1 cup of milk with flour. Gradually add the remaining milk, whisking constantly until thickened, about 3–5 minutes. Season with salt and pepper.
Layer half of the potatoes and onions in the prepared dish. Top with browned patties, then the rest of the potatoes and onions. Pour gravy over the top.
Cover with foil and bake for 1 hour. Remove foil, sprinkle with cheese, and bake uncovered for another 15 minutes until golden and bubbly.
Let rest 5–10 minutes before serving.
Notes
Use a mandoline for even potato slices. You can substitute ground turkey or chicken for beef. Add vegetables like carrots or peas for extra nutrition. Let the casserole rest before serving for cleaner layers.
